Police officer cleared of kidnapping gets back pay

In addition to paying $100,000 to settle a lawsuit by a 65-year-old Govans man who said he was severely beaten by city police, the city Board of Estimates today approved $31,810 in back pay to a police detective cleared of charges that he kidnapped two 15 year olds in a police van.

Detective Tyrone S. Francis was awarded the amount of salary he would have earned between May 5, 2010 and May 5, 2011 when he was suspended without pay.

On May 2, a Baltimore jury acquitted Francis and Detective Milton Smith III of felony kidnapping, false imprisonment and assault charges. The officers were found guilty of misconduct.

Testifying during his trial, Francis said the two teens were providing information to police and were dropped off where they asked to be let out. “They asked to be released, and I released them at their will,” he testified.

One of the teens, who Francis picked up in west Baltimore, told the jury he was left in Howard County without shoes or a working cell phone.

Francis’ back pay was stipulated in a memorandum of understanding between the Baltimore Police Department and the Fraternal Order of Police Lodge 3.
