In effect, Whiting got the tax discount because she - or rather the flamingo - stuck her neck out. The neck is apparently the body part that caused the change in the geometrical ruling from rectangle to triangle. I would conclude from this that the City was thus "thinking outside the box", except a box is a three dimensional entity, and here we are still thinking in only two dimensions. If we were to truly think outside the box, we'd need to go to a polyhedral tax structure.
