Second lawsuit is filed by city against Poppleton developer La Cité

Baltimore alleges that the developer’s two apartment buildings together owe nearly $800,000 in overdue water bills, having stopped paying them in 2022

Baltimore has dropped the other (legal) shoe, filing a second lawsuit against La Cité, alleging that the troubled developer has not paid the water bill on its second apartment property since late 2022 and that it owes the city $289,795.46.

This sum comes on top of the $478,000 that the city says hasn’t been paid on its other apartment property.

Both buildings are located on adjoining blocks of North Schroeder Street, the only structures ever completed of what was to be 23-acre super project to create 1,800 units of housing as well as a hotel, retail stores, a park and a charter school in West Baltimore’s Poppleton neighborhood.

The latest lawsuit was made public in court records several days after The Brew queried city officials about why the law department had filed legal action against only one of its properties, even though public billing records showed both buildings were delinquent by a combined total of nearly $800,000.

Last June, the city housing department terminated La Cité’s exclusive developer’s agreement after the company failed to obtain financing for a proposed senior apartment tower.

A Boston-based private equity firm has since demanded repayment of the $13 million it invested in the tower, forcing La Cité to take steps to put its apartment buildings on the market.

Both lawsuits were filed in Baltimore City Circuit Court against La Cité subsidiary Park Square Homes I LLC.
