Mayor Scott releases his second term action plan

Adding a sixth “pillar,” the modernization of Baltimore’s infrastructure, the plan “turns ambition into accountability,” says City Administrator Faith Leach

Mayor Brandon Scott today announced his Second Term Action Plan, which he said builds on the five pillars he established during his first term and adds a sixth – Modernizing Public Infrastructure.

His original pillars were Enhancing Public Safety; Prioritizing Youth, Older Adults, and Vulnerable Communities; Clean, Healthy and Sustainable Communities; Equitable Economic Development and Responsible Stewardship of City Resources.

Over the last five years, “we see the impact,” Scott says. “Homicides and nonfatal shootings have fallen nearly 60%. We have eliminated more than 1 in 4 vacant properties citywide, bringing the total below 12,000 for the first time in decades. We’ve opened eight new or renovated rec centers and 13 schools, with more to come. We’ve invested in the heart of our city – Downtown – including upgrades to CFG Bank Arena, and launched redevelopment projects at Harborplace and Redwood Street.”

The new sixth pillar, Modernizing Public Infrastructure, emphasizes the importance of investing in equitable access to facilities, underground structures, transportation and digital systems, including the maintenance and modernization of the city’s sewer, stormwater, water and conduit systems.

“The mayor’s Second Term Action Plan turns ambition into accountability,” said City Administrator Faith Leach, who is responsible for implementing the plan. “With clear goals and focused action, we are committed to delivering meaningful, impactful progress for Baltimore residents.”

During the development of the plan, the Mayor’s Office of Performance and Innovation led a comprehensive review of agency performance data, service delivery trends and community conditions.

Through this and related processes, the administration identified a set of core values, including integrity and innovation, excellence and equity.

“Agencies are aligning their work to these priorities and ensuring programs and services contribute to broader citywide outcomes,” a press release from the mayor’s office says.
